Not all eBay sellers accept credit cards. Some accept only money orders, or money orders and checks. Why? Because they don't want to pay a percentage of the money to Paypal (Paypal charges a fee for each transaction to sellers, a percentage of the amount of money involved).
Go back to the item and double-check. If it says that they only accept money orders or checks, you'll have to pay that way, or the transaction will be canceled. Before eBay changed their policies about feedback, that would have gotten you a negative feedback, but they don't do that to buyers anymore.
If it does say that the seller accepts Paypal, then send them a message telling them you're having problems with the payment system.
Just to be on the safe side, double-check with your credit card provider whether the purchase would take you over your limit. There has been a lot on the news lately about banks reducing customers' limits on their credit cards. They may have done this, and not told you. Or it may have been on your most recent statement, but you didn't notice it.
