Project owners' opinion of MittOppdrag [English]

I am French so I hope you'll forgive me for answering in English.
One thing I am wondering about with regards to MittOppdrag.no is whether the discontent is only on the supplier side or if project owners also have bad experiences on this anbudsportal.
In August 2012, we launched
ITsquare, Norges anbudsportal for IT-tjenester.
So far, the main reason mentioned by our suppliers on why they dislike MittOppdrag is the lack of quality and control over the incoming projects.
For having used the service ourselves, projects such as "I have a virus on my PC. Please help me" is hardly the kind of oppdrag we are expecting to receive as paying suppliers.
They also perceived very often a complete mismatch between the customer's expectations and budget. In this picture, MittOppdrag does not play his role of middle-man properly by letting iOS app projects with a 5000,- budget (for instance) go through.
Doing so puts the responsibility on the suppliers' shoulders to either:
- Give the project owner a reality check
- Cut down their prices
This is something we strive to fix on
ITsquare by:
- Quality checking every single project via direct contact with the project owner,
- Providing them free help to formalise their needs and the adequate budget.
But MittOppdrag remains still the most popular place where people go to when they have a project.
Hence my question: have any of you heard of unhappy project owners on this service?
